Abstract
In 1970, Congress passed the Occupational Safety and Health Act "to assure safe and healthful working conditions for working men and women." The Secretary of Labor was given the responsibility for implementing the mandate of the act. One of the methods Congress directed the Secretary to use to accomplish this task was 'by providing for the development and promulgation of occupational safety and helath standards".
