- It's sobering to think that life saved by skill and science may be lost as a result of fire, due to the lack of a planned Fire Safety Program. Your Philadelphia Fire Department, through practical experience and detailed study of nationally accepted fire safety standards, has formulated a workable Fire Safety Program that can be readily adopted by all hospitals. The Fire Emergency Program was instituted, first of all, to save lives. The plan was set up with this as its objective. Hospital patients, in a large part, are helpless. This necessitates training personnel thoroughly in evacuation procedures for use in case of Fire Emergency. This plan is presented in the spirit of helpfulness. It is no reflection on the efforts or plans nor in effect in many of our fine institutions. We feel that this Fire Prevention and Fire Evacuation Program will strengthen any half-hearted fire safety effort or institute a program where one is needed.
