Abstract
Executive Order 12699, "Seismic Safety of Federal and Federally Assisted or Regulated New Building Construction", was signed by the President to further the goals of Public Law 95-124, the "Earthquake Hazards Reduction Act of 1977", as amended. These guidelines and procedures for implementing the Order have been prepared and endorsed by consensus of the Interagency Committee on Seismic Safety in Construction. The Executive Order applies only to new construction. All buildings owned, leased constructed, assisted (through such methods as loans, grants, or guarantees of loans), or regulated by the Federal government must conform to the requirements of the Order. Each Federal agency is independently responsible for ensuring that appropriate seismic design and construction standards are applied to new construction under its purview. These guidelines recommend that each agency name an agency seismic safety coordinator to serve as a focal point for the agency's seismic safety program. Guidelines for determining the adequacy of local building codes are provided. Recommended implementation procedures include requiring written acknowledgement of agency seismic design and construction requirements from the building architect, engineer, contractor, and/or owner.
