Abstract
The task force accepted the charge to determine the education and training requirements to meet the needs of the construction industry in the 1990s and beyond. The scope of the effort includes addressing the effectiveness of existing programs, types of training, worker certification, attractiveness of construction as a career, management development, and responsibility for funding the necessary improvements. Important definitions are: Education is the broad upgrading of the individual, involving the arts and sciences, reasoning, ethics, and communications necessary to determine one's role and function in society and in the world. Education is based in formal institutions, but extends into everyday life. It is the basis of continued growth and development; Training is applied education relevant to performance in particular areas of endeavor. Training may be based in institutions, but contains components which are best rendered in special settings or on the job.; Development is the ongoing process of honing one's knowledge and skills in the face of new challenges in an ever changing environment.
