- This paper is intended to serve a catalyst role in coordinating and improving arson control efforts of various concerned organizations. The scope of this paper is not limited either to the public or to the private sector. TARGET: ARSON is a call for a clearer delineation of the roles and responsibilities of all organizations and agencies - federal, state and local government or private groups - which can contribute to arson control efforts. Specific recommendations are made in seven broad categories or areas of concern. These are: 1. Jurisdictional and Operational Structures; 2. Training and Education; 3. Statistics, Data Collection and Research; 4. Legislative and Regulatory (Administrative) Matters; 5. Public Relations and Public Awareness; 6. Funding; and 7. Insurance All-Industry Committee for Arson Control.
