- NIST was asked by the National Forest Products Association (NFoPA) to assist with technical negotiations on Japanese building code revisions pursuant to the U.S.-Japan Super 301 trade agreement. The main objectives of the NIST participation were: [*] To have a technical research institution represent the U.S. side in the negotiations. The institution was to be of direct stature to Japan's Building Research Institute (BRI); [*] To cooperate with BRI on the full-scale fire-and-earthquake test program; [*] To assist NFoPA in reviewing Japanese documents and proposed regulations; [*] To provide technical representatives to the Building Experts Committee; [*] To work with NFoPA in developing strategies acceptable to the U.S. From the point of view of NIST, this project has been unusual in that laboratory research was only very peripherally involved. Instead, what was of essence to NFoPA is that timely response be made to various situations as they arise. Such responsiveness was provided throughout the duration of the project in the form of reviews of documents, participation in strategy planning sessions, and site trips to Japan. In consequence, the role of this Final Report is limited to documenting agreed-upon activities.
