- The Employee Effectiveness Task Force of the Construction Industry Institute conducted a series of meetings with construction contractors, labor union officials, and representatives of construction purchases during 1987. The meetings were held in Phoenix, Arizona; Detroit, Michigan; and Wilmington, Delaware. The purpose of the meetings was to examine the issue of employee performance and identify factors influencing that performance. A consensus developed within the Task force that the culture of an organization was a primary determinant of performance within that organizations.
