- This report addresses the need for civil remedies that citizens can invoke to combat the incidence of arson in their communities. It represents the research phase of a project supported by the Ford Foundation and conducted by the Battelle Memorial Institute, with the assistance of the Citizen's Committee for Fire Protection. The purpose of the project was to identify a number of workable arson control remedies that community residents could employ on their own and without having to rely on law enforcement agencies to take action against arson.
