- Fire Service officers are often called upon to command a sizable force of men and equipment that must respond to an emergency such as a fire. Fire Service forces in many communities are large because of new developments of apartment complexes, schools, and shipping centers. For many communities, this problem has surfaced only recently. The initial response alone can present a formidable challenge to the officer in charge of the fireground operations, who must coordinate development of forces and use of equipment and apparatus. Additional alarms certainly tax his capabilities. Frequently not all of the responding units are from the fireground commander's own jurisdiction, which complicates the coordination problem.
