- Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, that the Secretary of Commerce (hereinafter referred to as the "Secretary") is authorized and directed to make grants to institutions of higher education to pay up to one-half of the total costs of fire science programs.
