- Abstract
- This report presents the functional requirements for an advanced field system for the deployment and control of fire suppression resources at the scene of a major incident. The report of these requirements marks the completion of the first phase project designed to culminate in a conceptual design of a Fire Suppression Major Incident Field Operations System. The next step in the development process will be to determine the cost and effectiveness of alternative means of satisfying the requirements and then select and integrate those which appear optimal into an over-all conceptual design. This design may then be used in the development and implementation of working, major incident, field command and control systems for use (potentially) by virtually all fire suppression agencies in the United States. It is important to note that this project represents the first attempt to apply recently developed automated command and control techniques to field operations. At present, these advanced systems are permenently located (or will be) in fixed command and control centers (CCC).
