- Chief Plaugher will be presenting a seminar to members of our fire research staff on his perspective on the R&D needs and issues of the fire service as follows: 1. Fire fighter safety and measurements of the environment in which they operate. 2. Reinvention of next generation "smoke" detector. 3. How to deal with the aging population and their special needs to fire safety. 4. Fire Fighting technology needs attention. 5. Consider the development of fire service procurement system for accumulating fire service requirements, knowledge and experience base, purchasing power; that is built around market driven competition to produce increasingly more cost-effective products, not just stuff that "meets the standard/code."
