- Abstract
- The paper explains the concepts and methods involved in a cost-benefit analysis of fire safety measures from the points of view of the national economy and a property owner. A few examples are discussed for purposes of illustration. It is suggested that, for determining expenditure on fire safety, a property owner should adopt an approach based on Utility Theory.
