- The Navy's philosophy of small scale fire testing is presented, emphasizing the use of a systems versus a materials approach and the use of a series of tests rather than a single test. The parameters of interest are described. Navy-unique problems are outlined. A description of the short-comings and benefits of small scale fire testing are provided. The Navy's direction and plans for the small scale test facility are outlined.
