- In the spring of 1971, an agreement was reached with the Office of Flammable Fabrics of the National Bureau of Standards that Carl Clark and co-workers would carry out a small study for the Office of Flammable Fabrics of possible additional sources and content of flammable fabrics injury case information other than the primary source established by the Flammable Fabrics Act of the Department of Health, Education, and Welfare. A diversity of sources with injury case information were identified, but particular attention was directed to the Uniform Fire Incident Reporting System of the National Fire Protection Association, and the related Urban Information Systems (Fire - Public Safety Subsystem) under developmental support by the Department of Housing and Urban Development with coordination by the Federal Urban Information Systems Inter-Agency Committee (USAC), as electronic information systems which potentially could in the future alert National Bureau of Standards engineers to particular recent flammable fabrics injury cases in which they might offer cooperative engineering investigation.
