- The Program of Research on Human Behavior During Fire (PI 2/81), carried out by the Research Department of the Instituto Heraclito of the University of Oviedo, established as a starting point the difference between individual behavior and group behavior. As refers to the first, Firght appeared to be the decisive factor influencing individual behavior during a fire. The importance of citizen training in Prevention, Protection and Safety, was then emphasized as an outlet for extreme reactions which could lead to behavior which only increases the danger of the situation and can even be fatal. This paper analyzes Panic as one of the consequences of Human Group Behavior in similar situations but eliminates the traditional distinction between individual and group behavior. Panic is treated here as the rational behavior of an individual who--although in the midst of a crowd--must face the fact that he trapped in a situation in which the scare means of Fire Protection causes the crowd itself to be the primary obstacle to his salation.
