- The Fire Research and Safety Act of 1968, PL90-259, amended the enabling act of the National Bureau of Standards, giving the Secretary of Commerce new authority in the field of fire safety. Title 1 of the Act stated that it was the sense of the Congress that the Secretary should establish a Fire Research and Safety Center and it authorized the ocnduct, directly or through contracts and grants, of a variety of programs to provide more effective measures of protection against the hazards of death, injury, and damage to property by fire.
