- The National Fire Prevention and Control Administration (NFPCA) in the Department of Commerce was created by Congress late in 1974 in response to the report by the National Commission on Fire Prevention and Control, "America Burning." The same legislation formally established the Center for Fire Research (CFR) at the National Bureau of Standards, also in the Department of Commerce.
