Abstract
The statistics in this Bulletin are compiled from reports submitted to the Office of the Deputy Prime Minister (ODPM) on fires attended by local authority fire brigades. Detailed information is collected on all fires in buildings, vehicles and outdoor structures and any fires involving casualties or rescues (i.e.primary fires). The source of these data on primary fires (see below) is the fire report form FDR1(94) introduced in January 1994. Less detailed aggregated information is collected on secondary and chimney fires (collected via fire report form FDR3) so subsequent analysis of them is limited. Fuller definitions of the types of fire reported on can be found in the Notes section at the end of this publication (paragraph 24). In addition to this publication, "Fire Statistics Monitors" are published four times a year. The Monitors concentrate on headline figures, whilst this annual publication contains more detailed analyses of fires and theer causes. Strike action in November 2002 has meant that ten days' data are missing from the returns made by brigades. In some cases, this gap has been covered by extimates made by ODPM statisticians. However, for the more complex tables, the figures are as reported by brigades and therefore exclude any estimates for strike days. All the tables are labelled accordingly.
