- The Australian Bomb Data Centre was tasked by the Security Hardware and Construction Working Committee of the Australian Federal Government to evaluate the effectiveness of the "Scotch Shield Ultra High Performance Safety and Security Film" shatter resistant film produced by 3M Corporation. The shatter resistant films were applied to a range of glass windows and subjected to explosive blast overpressure. The evaluation demonstrated that the 3M protective films greatly enhanced the protective capability of the glass. When applied to glass the films retained the bulk, if not all, the glass particles. If the glass remained in the frame, little if any glass fell to the rear. The use of such films is recommended as an element of blast preventive measure. The aim of the evaluation was to evaluate the effectiveness of the shatter resistant films manufactured by 3M Corporation against blast effects and to make recommendations relating to their use in Government buildings.
