- The objective of the study was to establish benchmark data on current and near future needs for education and training in construction. Ten skill/traits were recognized as being required, in varying degrees, to perform in eleven identified position/functions, from senior executive to subjourneyman. A survey matrix instrument was designed to combine these variables on one page to provide a visual interrelation of all skill/traits to all position/functions.
