Abstract
I have changed my title from "Flammability" to "Fire Safety," and "Materials" to "Materials, Products, and Systems" for the issue is broader and far more complex than the original title may have implied. We are concerned with life safety, with achieving substantial reductions in deaths and injuries caused by fire. The National Commission on Fire Prevention and Control suggested a goal of reducing these losses by fifty percent in a generation. We at the National Bureau of Standards accept the challenge. To us this means a combination of increased public awareness through public education, improved fire services, and the elimination, through technology, of unreasonable fire risks in our surroundings. The last of these three is my subject in this paper.
