- This Handbook supplements ICCSSC RP5, ICSSC Guidance on Implementing Executive Order 12941 on Seismic Safety of Existing Federally Owned or Leased Buildings. RP5 describes the approach recommended by the Interagency Committee on Seismic Safety in Construction (ICSSC) to fulfill the inventorying and cost estimating requirements of Executive Order 12941, Seismic Safety of Federally Owned or Leased Buildings. This Handbook describes detailed methodologies for developing inventories, screening for exempt buildings, identifying buildings for evaluation, and developing cost estimate information. These methodologies are not mandatory requirements of the ICSSC recommended program but provide guidance for agencies which do not have agency-specific programs in place and would like a model to follow. The Handbook also outlines the specific fields to be entered into each agency's electronic database for owned buildings as well as the specific items which should be discussed in the supporting documentation. Each agency is required to follow the format outlined in these sections when submitting their information in order to ensure that data received from all agencies is compatible and machine-readable.
