Abstract
This guidebook is intended to assist in developing a comprehensive emergency plan for a specific building or facility. It can also be used to evaluate or update an existing emergency plan. Developing, implementing and maintaining an emergency plan requires a substantial commitment on the part of building management. This guidebook provides the necessary guidance to formulate a plan that is comprehensive, understandable and effective. For the purposes of the guidebook, emergencies are any event that jeopardizes the occupants, the contents and/or the physical structure of a building. This definition covers a broad spectrum of possible occurrences, both natural and human-based in nature. A variety of threats and scenarios that might generally be considered security-related are included. The process outlined in the guidebook is appropriate for developing, implementing and maintaining a security plan, either as a separate package or as part of an overall emergency plan. By addressing security planning issues and other emergency planning issues at the same time, it is possible to eliminate some unnecessary overlap and repletion. This should lead to an overall emergency plan that is more streamlined and more complete.
