Abstract
As an unsolicited proposal, Factory Mutual Research Corporation (FMRC) proposes Phase 1 of a Program of studies directed toward the development of test methods for the fire haard evaluation of replacement oils for transformers and capacitors. These oils are expected to replace the Askarels which contain the environmentally unacceptable polychlorinated biphenyls (PCB's). A l2-month, 3152-man-hour program is proposed for Phase 1 which will consist of the development of laboratory-scale test methods. As part of Phase 1 the specifications of Phase 2 will be developed. Phase 2 would consist of full-scale tests and, most likely, would be carried out at industrial facilities having high voltage test equipment. FMRC believes that a combination of laboratory-scale and full-scale tests are essential to accurately evaluate the potential fire hazards of candidate replacement transformer and capacitor oils. It is proposed that Phase 2 commence before the end of Phase 1. The cost of Phase 1 would be $99,392.
