- Contained in this report is the second phase of Colden's Comprehensive Plan: The Master Plan. This portion generally assimilates the data from the Basic Studies and makes a series or recommendations in the form of five specific Plans. The first, The Land Use Plan, describes the proposed distribution of various land uses and some of the characteristics desired of the land use pattern. The second, The Circulation Plan, indicates proposals for improving existing streets and highways as well as proposals for the construction of new roadways. The third, The Community Facilities Plan, provides the necessary public and private facilities and utilities in proper quantity and location to serve the future land use pattern. The fourth, The Hamlet Area Plans, descirbes the ways in which the hamlets of Colden and Glenwood can be expanded and redeveloped in the future to take advantage of their growth potential. The fifth, The Capital Improvements Program, indicates the mannen in which the construction or qcquisition of capital items can be scheduled and suggests projects to be undertaken within the next six years.
