- Welcome to the new NIST! Since 1988 and passage of the Omnibus Trade and Competitiveness Act, the National Institute of Standards and Technology (NIST) has been expanding its outreach efforts to industry. These have included establishment of three relatively new extramural programs - the Advanced Technology Program, providing direct grants to industry for high-risk technology development; the Manufacturing Extension Partnership, a grass roots technology extension service; and the Malcolm Baldrige National Quality Award. The Institute also has substantially increased the number of cooperative programs between industry scientists and engineers and NIST laboratory researchers.
