Abstract
This publication consists of a collection of six papers common to the subject of rehabilitation and preservation of existing buildings and how our present system of regulating construction for the public benefit presents various barriers that must be more fully understood in order that rational solutions can be developed and implemented. The papers have been reprinted from the proceedings of previous national conferences dealing with building regulatory research held under the joint sponsorship of NBS and the National Conference of States on Building Codes and Standards.
