- This paper explores the concept of operational fires as a functional system available to the Joint Force Commander in planning and prosecuting a campaign. The paper is divided into two principal sections. First, Operational Fires are defined. Second, the more practical questions of how the JFC decides what target categories warrent operational fires, and who (or what staff agency) should be responsible for coordinating the functions necessary to successfully employ operational fires are discussed.
