- The function of a Master Plan is to formulate a comprhensive, general, and long-range policy statement through which the community's future growth can be guided. The Plan is a guide in making basic, day to day decisions that will affect the future physical, economic, and social growth of the community. The Plan represents a statement of ideal goals but it must be scaled to the resources of the community to be capable of practical achievement.
