- Over the past several years, the United States Fire Administration (USFA), Federal Emergency Management Agency (FEMA) has been revitalized after losing nearly all of its funding during the 1980's. Included in that revitalization has been the establishment of an Emergency Medical Services Program component in recognition that as many as 80% of the fire departments in the U. S. are involved with the delivery of EMS, from rescue through the provision of paramedic-level treatment and transportation. In February, 1991 the Federal Emergency Management Agency adopted the following mission statement for the USFA Emergency Medical Services Program.
