- As a result of the Childers backpacker hostel fire on 23 June 2000 the Building Fire Safety Taskforce was formed to review fire safety standards for budget accommodation buildings. This review included backpacker hostels, boarding houses, hotels, and other similar shared accommodation style buildings. In October last year, the Taskforce report was released. The report revealed that by today's standards there were inadequate fire safety provisions to protect the lives of occupants in a significant number of budget accommodation buildings. The report proposed several improvements to fire safety standards for budget accommodation buildings. At this stage, the Government has not made any decision on the introduction of improvements. A preliminary assessment of potential changes showed they are likely to result in considerable cost to parts of the community. Therefore, a regulatory impact statement needed to be prepared under Part 5 of the Statutory Instruments Act 1992. This regulatory impact statement evaluates the cost and social implications of possible improvements to fire safety standards for all budget accommodation buildings. The analysis for the Statement was undertaken by Economic Associates Pty Ltd and Austin Australia Pty Ltd. It explains why fire safety standards for budget accommodation buildings should be improved and sets out the benefits and costs that would flow from such improvements. The Statement does not represent Government policy. Your feedback on the statement will help the Government to decide how fire safety standards for budget accommodation should be improved.
