Abstract
This testimony concerns the plans of the Environmental Protection Agency to promulgate a standard similar to the OSHA standard for hazardous waste operations and emergency response. NIOSH submitted with this testimony copies of the comments, testimony and post hearing brief which were submitted to OSHA during the rulemaking in 1987. NIOSH also submitted information on NIOSH training grants that have been awarded to the Educational Resource Centers to develop and conduct hazardous substance continuing edication training for professionals. NIOSH agreed that both paid and volunteer workers such firefighters and emergency response personnel should be included in the rule making. NIOSH also agreed that the effective date for the EPA rule should be 90 days after the date of promulgation of the EPA regulations.
