- To report on the cigarette ignition resistance of residential upholstered furniture manufactured by Upholstered Furniture Action Council (UFAC) participants following implementation of Phase 2 of UFAC's Voluntary Action Program. In July 1983, the Upholstered Furniture Action Council introduced "Phase 2" of their Voluntary Action Program. Phase 2 incorporated new materials and techniques for improving the cigarette ignition resistance of upholstered furniture. To determine the effectiveness of Phase 2 furniture in resisting cigarette ignition and to evaluate UFAC's progress toward their objective of increasing the percentage of cigarette ignition resistant UFAC furniture to 80 percent, the Commission has evaluated 40 upholstered chairs manufactured after July 1983, by UFAC participating companies. A staff developed briefing package covering this evaluation is attached for your consideration.
