- Abstract
- Historically, cities have not developed standards for adequate fire protection to meet the specific needs of their communities. As a result, fire protection costs and fire losses of life and property are normally excessively high. Cities should specifically identify the level of fire protection that will be provided with city resources. The methods of providing the balance of resources needed for adequate fire protection shold be specified. Such standards should meet existing needs and future needs, specify a time table for resource allocations, and inlcude a method of measuring effectiveness. The assembly of these items is what we refer to as a Master Plan for Fire Protection.
