- Operation Breakthrough is a program sponsored by the U. S. Department of Housing and Urban Development, designed to overcome the nation's acute housing shortage by stimulating the creation of industrialized housing production. As a part of the program twenty-two Housing Systems Producers were selected in an open competition. The selections were based on the innovative features of the designs submitted plus other non-technical factors. The criteria by which the housing would be evaluated for fire safety were developed by a team from the Building Research Division of the National Bureau of Standards, at the request of the Department of Housing and Urban Development. In summary, an attempt has been made to put together a rational system of performance criteria for life safety and property protection from fire, which reflects the intent and philosophy of current building codes. The Operation Breakthrough criteria for fire safety should be viewed as a whole rather than judged individually since they were developed as a system.
