Abstract
The National Conference of States on Building Codes and Standards had its formal beginning in Wisconsin in 1967. Its formation represented a response by the States to recommendations for intergovernmental reforms in the area of building codes, prepared by the Advisory Commission on Intergovernmental Relations. The formative meeting held in Wisconsin was a direct outgrowth of an earlier exploratory meeting, involving several States, called by the National Bureau of Standards. At this meeting, the States represented discussed the idea of a national organization of the States similar to the National Conference of Weights and Measures, assisted by the National Bureau of Standards, leading to a cooperative solution regarding the multiple problems in the entire building regulatory system. The Governor of Wisconsin issued an invitation to the States to gather in Wisconsin address the problem, to develop an organization which could effectively respond to this national need, and to consider the offer of assistance of the National Bureau of Standards. Sixteen States attended this meeting and unanimously agreed to the formation of the NCSBCS and to accept the secretariat role of the National Bureau of Standards. The Conference is structured to develop many technical and general recommendations the field of comprehensive building code administration and its programs explore the entire system of this important segment of governmental regulatory service. The secretariat of the National Conference of States on Building Codes and Standards is located in the Office of Building Standards and Codes Services, Center for Building Technology, National Bureau of Standards, Washington, DC.
