- Abstract
- The ultimate purpose of the planning process is the effective implementaion of a course of action toward a specified goal. Implicit in the process is an assumption of the need for valid and reliable data to serve as a basis for criteria and policy formulation. For example, such a data base is considered essential for a clearer understanding of the possible impact of political factors in a decision making phase of the process. Another important function is to obtain maximum utilization of quantitative tools now available for systematically determining and selecting among alternative courses of action.
