Abstract
At no other time in the history of organised fire protection has there been such a degree of doubt, and dilemma on the part of those authorities, who either under the process of law, or self impossed mandate, hold a responsibility for protecting the public and the economy from the effects of outbreaks of fire. The issues involved have never been so technically complex, and the more obvious remedies so costly on initial capital outlay. Even allowing for deflation in currently values, direct and indirect, financial losses have never been so great.
