Accident reports contain factual information on which various analyses are conducted. Fom these studies conclusions are drawn which contribute to the development of safety regulations. All motor carriers, except private carriers, operating in interstate or foreign commerce are required to report accidents to the Bureau of Motor Carrier Safety, Federal Highway Administration, Department of Transportaion, which result in a fatality, personal injury or $250 or more property damage.
