Abstract
Procedures are proposed in support of the development of national consensus standards governing the examination of texting laboratories. Implementation of such procedures are intended to provide the states with a basis for informal reciprocity of laboratory accreditation findings and the results of laboratory evaluation of building systems. Methods are proposed for examining applicant agencies who desire to serve as designees of a given state in the testing of manufactured housing and mobile homes. An Institutional Examining Agency is envisioned, acting on request of the state, to conduct and report ehe examination of technical resources of candidate laboratories. Proposed accreditation by the state is based on the technical report and on business resource information collected by the state. The process includes four steps: Initial Communications, Advance Preparation, On-Site Visit, and Report. Also included are certain procedures and recommended forms felt to be necessary or expedient to the work of the proposed Institutional Examining Agency and the state. This methodology provides the means of implementing the Criteria for Examining Testing Laboratories for Manufactured Building, an NBS report based on the North Carolina regulations for "Mobile Homes, Modular Dwelling Units and other Factory Built Structures".
