- This research addresses how owners organize people, knowledge, materials, and money into a capital project to create a plant that will make a product. To remain competitive, owners must complete the project at a cost that maximizes the rate of return to the owner over the economic life of the facility. Project first cost is not the only consideration; facility quality also affects the life cycle costs and product value. This report describes a rational approach to optimizing an owner's engineering organization. The types and quantities of capital projects to be executed in the owner's capital program are used to determine the types and quantities of human resources required to carry out the program. Our suggested "robust" organization is intended to protect the owner's strategic human resources while allowing the owner to fully utilize available contractor human resources.
