- Criteria are proposed by which participating institutions may be judged for their capability to perform the Compliance Analysis Function in the evaluation and regulation of manufactured one and two-family dwellings and components, including mobile homes. The criteria are intended as guidelines for objective examination of applicant, public or private institutions who desire to serve as designees of a state government to conduct and supervise the Compliance Assurance Program for manufactured building units or components. Based on a study of the state-of-the-art and current model enabling legislation, a description of the required compliance assurance activities is provided as a basis for proposing a level of capability acceptable to the states. Appendices describe proposed institutional mechanisms and provide supporting information and forms. Adoption of the proposed criteria, in a national standard developed by the ASTM E-32 Committee, could provide the states with a basis for informal reciprocity of institutional accreditations and of building evaluation findings.
