Abstract
Pursuant to section 4(b) of the Flammable Fabrics Act, as amended (sec. 3, 81 Stat. 568; 15 U.S.C. 1193), section 7.7(2) of the flammable Fabrics Act Procedures (33 F.R. 14642), and Notice of Finding that Flammability Standard or Other Regulation May be needed and Institution of Proceeding (33 F.R. 17921), and upon the bsis of investigation or research conducted pursuant to section 14 of the Flammable Fabrics Act, as amended (sec. 10, 81 Stat. 573; 15 U.S.C. 1201), it is hereby found that a flammability standard or other regulation, including labeling, is needed for carpets and rugs, and fabrics or related materials intended to be used, or which may reasonably be exptected to be used, in these products, to protect the public against unreasonable risk of the occurrence of fire leading to death or personal injury, or significant property damage.
