- It will probably never be possible to avoid the situation in which an hotel guest smokes in bed, falls asleep in the process and sets his room on fire. However brutal it may perhaps sound, this risk, one which an individual victim brings about through his own fault, will probably always have to be accepted. But what should certainly no longer happen is that dozens of other people in the same hotel should suffer injury or death as a result. A trivial fire should quite simply not be able to develop into a major conflagration in which people perish because of a lack of appropriate measures.
