- Abstract
- This document has been prepared to outline requirements, criteria, tests and supplemental comments for use in the design and evaluation of Prototype Housing for the Department of Housing and Urban Development's "Operation BREAKTHROUGH." Because of the experimental nature of "Operation BREAKTHROUGH," and in order to encourage innovative solutions while simultaneously assuring the health, safety and comfort of the occupants and public, these requirements and criteria have been developed on a performance basis. Since the present state-of-the-art as to the development of performance requirements and criteria for housing is incomplete, this document must be viewed as a guide and subject to continuing refinement. In keeping with its intent as a guide for an innovative and experimental housing program, this document does not purport to provide complete coverage of all aspects of housing performance and may be modified by appropriate addenda. It is therefore essential that all who use this document exercise sound professional judgment.
