Abstract
The complex maze of building regulations in place in most countries is seen by many as being overly prescriptive and, as such, an impediment to the introduction of new technologies and design concepts. In today's world of global markets, these relatively inflexible, prescriptive codes are increasingly criticized as being non-tariff barriers to trade. In some countries, to address that issue, such traditional codes are now being displaced by new, performance-based standards, building codes and regulations. Performance-based building code is a basic concept that has been around for many years. It is, however, extremely difficult to write and implement such code effectively, because of the breadth and depth of knowledge requried. The process is further complicated by the varied legal and jurisdictional structures under which such code must be functional.
