- The report is a cross-index between the matrix intercepts from NBS Report 10200: 'Guide Criteria for the Design and Evaluation of Operation BREAKTHROUGH Housing Systems' and the broadscope and narrow-scope titles of the widely used Construction Specifications Institute, 'Uniform System'. The cross-index is based on the original work of Everett G. Spurling, Jr., A.I.A., Consultant to the Building Research Division, National Bureau of Standards, and is intended to serve as a convenient reference to architects and other decision makers in the building construction process.
