- Capital projects and how owner organizations are structured to manage and execute the projects are changing dramatically, driven primarily by competitiveness in the global market. The changes, particularly in the way work relationships are structured between owners and contractors, are often reactions instead of well thought out processes. The CII Owner/Contractor Work Structure Research Team has developed a process that can solve these alignment problems. The purpose of this handbook is to describe the process the research team developed for determining an effective owner/contractor work structure.
