- A discussion of the reasons for the Operation BREAKTHROUGH team's development of performance criteria; an elaboration of the philosophical basis upon which the BREAKTHROUGH Guide Criteria were developed; and a discussion of the background which led to their establishment. Also discussed are the general format used for the criteria and an example of how the criteria could be implemented in the evaluation process of innovative housing systems. (Author)
